Vyto Ruginis, Deirdre O’Connell, Quincy Dunn-Baker and Tom Pelphrey have been cast in By The Water, a new play by Sharyn Rothstein that explores the aftermath of Hurricane Sandy, which will begin performances Off-Broadway Nov. 4 at New York City Center.
